By J.M. Berger

INTELWIRE is publishing a landmark 1996 CIA report on the misuse of Islamic charities by terrorist networks, including the al Qaeda-linked International Islamic Relief Organization and IHH, the Turkish organization linked to the Gaza flotilla (related story).

The document also links the Third World Relief Agency to Al Gamaat Al Islamiyyah and other extremist networks.

Additional reports are being prepared by INTELWIRE on both of the above topics.

The CIA document was provided to INTELWIRE by the Motley Rice law firm, which has been involved in a civil lawsuit against a host of individuals and organizations believed to have some responsibility in the September 11 attacks.

Editor's Note: Some pages were omitted from the copy of this document presented to INTELWIRE. A more complete version is here (external link).
